How critical is the spacing?

So, is there anything critical about the size of those flat rings? I was thinking I could hit the hardware store for some washers of about the right size, and cut out the centers on the lathe so they would fit over the tube. A quick tack with the welder, and this pipe should be good as new? Or am I getting too hopeful here?
The paint is done on the swingarm and the new bearings shipped out today, so I just need to get this piece fixed up and I should be ready to put it back together again.

Yep, that's the part I'm looking for, and that's pretty much the typical price I've seen it listed for... thus the reason why I asked the original question. If the flat rings are just for centering and not critical in their exact position as I suspect, then it seems completely unjustified to me to spend nearly $40 on a replacement part when I can spend 30 cents and a few minutes with a grinder and welder to fix the existing piece. The tube itself is undamaged, it's only the rings that have come off.

it is the length which is the critical dimension.
those are just centering spacers and can be dealt with in the fashion you have mentioned.
