will these work?

A chuck of PCV pipe from the hardware store works perfectly.  You don't need a solid spacer.

Measure the ID of the fork tube, and buy a piece as close to that size, without going larger.

I'll probably install 25mm O.D. aluminum tubing & whatever I.D. seems appropriate for the fork spring seat & fork cap.
The stock steel spacer on my 1981 KZ650-CSR is 25mm O.D. steel (thin wall).
In the USA 3/4" pvc pipe = 1" O.D. (1" = 25mm), so that could be used as well.

when I put the racetech springs in my front end I used a piece of PVC as a spacer to get everything dialed in, and then had made a steel spacer when I was happy with the preload.

As long as a steel washer is used between the PVC and the spring, there is no need for a steel spacer.

Used quarters on my 550 
He add a stack of quarter dollar coins on top of the stock steel spacer instead off building a longer spacer.....

I had mine made in alloy as part of my fork extensions ( they are 75mm long though so I think it would of been asking a lot of PVC)
