Where are the ends of this damper unit supposed to attach? Maybe the smaller end bracket fits to an existing tapped hole (reflector?), but where does the expander end go (surely not into the handlebar)?

If it was in the center of the stem would it even provide any stability?

yes, up inside the steering stem.... always seemed to work OK but it's been years since I've seen one in use, but I think I have a new one for a KZ650 around here somewhere.
