1980 kz250 LTD sitting at 90psi engine pressure. help!

So I just redid the left side, right side, top half entirely, cam gasket and many more where am I losing that much pressure?

KZ250 LTD 1980

I have the muffler off but carb on idk where I could be lossing this much pressure how do I check where I'm lossing it?

Engine warm, throttle full open, in order to do a proper compression test.  Also, the bike needs some miles on it.  Not a never run top end, although even that should make more than 90 psi.  

Did you verify valve clearances?

Yeah valve clearance checked but didn't have throttle fully open!

Update; got it to 110 psi with throttle open!
