Open the throttle butterfly (engine side of carb), look in and up. Can you see anything resembling the 3 tiny holes circled in the pic below? If so then these are pilot bypass holes and should be clear, Carb cleaner sprayed in the pilot jet should also come out here. They clog easily with dried gas residue etc

You should get a fine spray from each hole. Safety goggles are a good idea.

There are butterflies, and 2 of those holes on left side are blocked. And there is no spray, just liquid coming out of either side. Getting ready for work right now, will try again tonight... After i get me a full face shield! And more carb cleaner, can almost empty and don't seem to have much pressure left.

I used a small pin with the tip bent at 90 degrees to poke out mine. A first (high E) guitar string bent appropriately should also work. I finished up with a good blast from compressed air line at a gas station.

I use a welding tip cleaner. Just be careful. You don't want to enlarge the holes.
Honda makes a tool like this but it's a lot more than $10.

If you don't have an air compressor you could also use canned air to blow out to ports. Just grab a couple of cans because they can freeze up if you really use them. You can grab the other can while the frozen can warms back up.

Expect to use 1 can of cleaner per carb. I can't tell you how many times I've told myself I don't need safety glasses before the carb cleaner went straight into my eyeballs.

You can also use a guitar e string. They are really cheap.

Will I get that fine spray even if the mixture screw is backed way out, or does it need to be in the running position?

That shouldn’t matter. It would probably be better to completely remove the screws so that the threads get cleaned and so you can clean and inspect the screws. You can stick a thumb over the open hole.

I did that once. I sprayed it into the idle jet hole/boss and it shot out the air-inlet port and straight into my eye. Man did that hurt. I flushed my eye with water for about 10 minutes before it started to feel sort of ok. Definitely something to avoid!

According to the manual for the 82 305 the factory setting is 1 3/4 turns out. your 81 is probably similar. I'd guess that 1.75 or 2 turns out from lightly seated is probably a good place to start.
