Wouldn't that decrease the vacuum in the intake and carb for each cylinder ?

It does smooth out the idle BUT not how your picture shows. Your picture shows 3&4 connected and 1&2 also. For it to work effectively you'd need to connect 1&4 together and 2&3 together.
