Where is it frozen, at the pedal pivot, or at the brake hub? I assume it is a drum brake?

I have had two 550s ,both had seized shafts that go threw the break hub, tapping with a hammer sometimes is a temp fix but the best fix is to take the hub off an clean out the hole an clean regrease the shaft.
