im drawing a blank on what a 900c would be unless it was a cop bike, whats the serial number on the title?
Ain't a cop bike.
Year & Model '76 KZ900-B1:LTD
Color(s) Classic Red
Frame No. Range KZ900B-500011 - 505514
According to Zedder, the number range fits a 76 LTD, but you got me hangin' figuring where that "C" is coming from...

Rear brake master cylinder was introduced on the '76KZ900LTD where it is fully exposed.
On the '77KZ1000LTD, the rear brake master cylinder is mostly hidden behind the right side cover.
The "C" remains a mystery.
1973 Z1
KZ900 LTD

There were, in fact, 903cc Police bikes produced by Kawasaki. The frame numbers seem to be lacking on the internet (verification might be difficult) although there is one in the Smithsonian to be seen at the following link:
americanhistory.si.edu/ONTHEMOVE/collection/object_40.html
So, it is likely you have a 1976 KZ900 police bike frame

In the realm of possibility, I guess...
If it is, it's a rare, rare bird - not many were made. If it's a '77 KZ900P with frame #259, tells you how many were made over two model years - provided the factory did in fact make a separate frame number designation for the series - can't find anything about it either.
Like we've seen elsewhere, when it first got rolling, motor/frame DOM/number combos from the Lincoln plant were often a little on the crazy side.
Does make a bit of sense, as the Zedder reference for the '78 C1 KZ1000s reads:
Year & Model '78 KZ1000-C1:Police
Color(s) Police White
Frame No. Range KZTOOC-500001 - 500506
Which jibes with my C1A - KZT00C-500517
Perhaps the best guy to ask would be John Cordsen at PMHA.net - he's forgotten more about cop bikes than...
Better picture of a '76:
