It actually IS a helmet holder. According to my Kawasaki Parts Catalog for the 1974 Z1A, the part number is 32122-010 and is categorized as "helmet holder bracket." It's on page 51/52, #30.

Makes alot of sense, must have a helmet holder of both sides as the existing hook on the left is still attached, well done, life is a little less stressful.Mmmmmm must get back to work!!
