i think that rebuilding the system will help, but do not be suprised if it still rubs when you are done. i do not think i ever had a disc brake bike that did not do a little dragging, even brand new bike on the way home from the dealership.

Earlier this year I had the master cylinder cause this problem. It would not release the pressure fully with the handle released. If the piston moves back and forth OK, then this would be my best guess.
A little late, but that what I would try next.
My understanding is the pin-hole size relief port at bottom of master cylinder between reservoir and bore allows the system to de-pressurize when brakes are no longer being applied.

That's what I was saying too. If you think it will ever spin free like an old drum brake you have a lot of work to do, namely re-engineer the entire disc brake design because they all drag a little.
