You could use a GPz750 (83-85) aluminum swing arm and cut the bottom linkage mounts off then weld them on to and still run dual shocks.
Like this:
You just have to drill out the pivot bolt hole to 17mm.
And you could bolt the 83-85 GPz750 front end on just by buying the adapter bearings from All Balls.
Like this:
Or you could make a new stem for the Zx600 front end and bolt it on, but I think it's a lot shorter than the stock 650 front end, so your headers will have clearance problems with the road and the front wheel.
To go to monoshock you will have to weld some mounting points to the frame.
Others have done it, I just prefer keeping the dual shocks.
98-2000 GSX600/750/2000 parts are a lot easier, thats what I have on my 80 KZ750E.
But I am using a GPz750 swingarm with the GSX750 wheel. The stock GSX swing arm is steel and rather heavy.

I looked up Valero and they have a refinery in Aruba, is that where you are?
Measure the length of the front forks on both bikes, if it's anywhere near close you cam make the Ninja fit by machining a new stem. Is the Ninja front end complete? Wheel/brakes/everything?
As to the rear, you want to convert to monoshock or stay with twin shock?
Take a look through the Gallery here on KZR, there are at least a couple of 650's that have been converted to monoshock there. My Nephew (GPzInfested, owns the bike in the above pics) also has a KZ650 that's been converted to monoshock using GSXR parts, we didn't do it though, he bought it that way.

That part I can answer
Valero isn't a "where" it's a "who", as in a company.
It operates oil refineries all over the US, and one in Aruba.
Since he said he is on a "rock" I figured it must be an island, and Aruba fits the bill
I'm confused by the 810 kit and 850+cc as well. To get 850+ cc using an 810 kit would mean that the crank stroke has been altered to lengthen it. And that would require welding the rod journals and grinding them off center, or just grinding them off center and using rods with a smaller big end to fit the reduced diameter of the journals. And that would be a difficult job for a refinery machine shop, since it requires a crank grinder, or one hell of a machinist.
But you probably already know that, and that's why you are as confused as I am

he could have added a spacer and done some work with the head domes, maybe to drop it back down to stock compression... maybe.

That's irrelevant, it wouldn't change the displacement, that's purely a function of bore and stroke dimensions.
