Remove the valve core and try to inflate it, the valve core seriously restricts airflow, and you need all the volume you can get.
Pop the side opposite the side that's not sealing down, and work the side that's not sealing up over the bead. Give it a head start, so to speak

You need one of the metal stem valve caps with the "fork" thing on it's top. You can use that to unscrew the valve core by pressing it into the air inlet.How do you remove the valve core and what do you need to do it?

Removing the valve core will probably do the job.
I assume you did clean the rim to remove all corrosion from the bead area?
