#16 is a clip, that's first; then #15 slides off the piston.
#14 is the piston and has a rubber cup or two, that's probably what is bad and leaking. Just pull it out. You may need to poke it from the other end with a longer rod or drillbit to get it out.
Once it's apart start cleaning with alcohol or fresh brake fluid.

Removing and replacing the circlip (#16) is often
difficult, and usually requires extra-long-nose
circlip pliers.
Here's a link to the tool offered by Z1E:

Hope the bore is not pitted beyond recovery.
When ordering the parts, need to know
whether m/c bore size is 14mm or 5/8".
Look for raised letters on bottom of m/c,
which should indicate either 14mm or 5/8".
The 14mm is sometimes referred to as 1/2".
The barrel style 14mm (1/2") m/c was
used with single front disk brakes.
The first dual front disk brakes using the
barrel style m/c was on the 1976 KZ900-B1(LTD)
which increased the m/c bore from 14mm to 5/8",
and is the only 5/8" barrel style m/c I'm aware
of on the large fours.
1977 KZ1000-A1 continued the single front
disk with 14mm barrel m/c.
1978 KZ1000-A2 changed to the trapezoidal
shaped m/c with single front disk, being the
one and only year with a 14mm trapezoidal m/c.
Later models with dual front disks
used 5/8" trapezoidal master cylinders.
