New tire flat four times.

The rear tire rim clamp had rusted so during the switch, they removed it and added weights to compensate. Seemed that sand had entered and caused a the first flat where the bolt went through the rim at about three weeks.
I covered that bolt hole with a plastic circle cut from a plastic milk jug which lasted about four more weeks. Flat number two was fixed by the shop so I dont know where the puncture occurred.
Flat number three occurred after another four weeks. I requested that the shop look for problems. No saved tube.
Flat number four was the next day. No saved tube. (why cant they save the friggin tube?)
The shop that did the work cant figure out what is wrong. And they apparently cant get the tube out without destroying it (so that I can discover just where the puncture is occurring).
I ran a piece of cloth through the tire looking for nails etc. and of course the shop has as well (they are doing the fixes for free now and I am sure they would rather not)
Is it likely that I have damaged the rim somehow that is causing the punctures? Perhaps while pulling the rubber off?
Is there a wide band of rubber that wraps the wheel under the tube?
Has anyone else had persistent puncture problems?

Would plug the now unused hole and also use a rim strip.

Take an X-acto knife after taping and cut a hole for the valve stem. Try switching to a heavier or thicker inner tube or a different brand if you can.

Run from those bozos. They don't have the skill or tools to do what they are trying to do. I have tubes that have been in, out, and back in at least four times on my tire.
