Aftermarket Master Cylinder - Not big enough?

Since I have a hydrolic clutch that used a universal master to run that, I thought I would buy a matching master for the brakes and solve my problems...
Upon assembly and the dreaded bleeding of the front brakes, I find myself with no apparent air left in the system and a brake lever that has resistance, but can still be pulled all the way to the bars.:S
After over a pint of fluid through the system - 1st with vacuum, then with standard pumping... I thought I would get an opinion.
Is it possible that the new master won't produce enough pressure? Or do I continue to bleed...

It worked great.
Put a piece of wood in between each set of pads to keep them from collapsing.

I did tie the lever to the bars overnight and that seems to work. I have about 50% of movement now.
Rode the bike and they worked... and worked good.
