hey there its finished . that hole your refering to is for a locator tab for the washer underneath the countershaft nut you put the tab in that hole before you tourque the nut down to spec then fold the washer up against the nut. i always put red locktite on the treads before i tighten it. i hope that helps.

Thadley.at a glance, I'd say your' sprocket is aftermarket, and is configured to fit at least 3 different locking configuations. 1, indeed would use the pin hole as a washer locater, 2nd (as on my 1000) meshes the inner splines, and 3rd, a lock plate which sits in a groove outside the sprocket in the output shaft, bolting to the sprocket and using no nut (common for Honda) whatever your configuration,if your' bike uses a nut, use the right one.(and if there is an inset, it goes in)on many models the counter shaft is located by being drawn out of the cases via the sprocket nut. hope this helps g
