you could that stuff that supposidly converts rust, i dont know i've always used rust paint myself.

actually when ever i find wheels with a bunch of rust i clean them as good as i can then spray them with rust paint and let it dry if i can, mask off the shiny stuff and give it a couple of coats.

Depends where you live, in Montana with 10-20 % avg humidity rust is not a problem like it is in a high humidity climate when using soapy water. Obviously rubber lube would be better
