...with the springs out of it and fork completly compressed it should have a measurement from the top of the tube to the oil of 184+-2mm....
Be careful to assure front end is supported when removing fork caps so the bike doesn't suddenly and unexpectly dive down in front and possibly tip over.
Ease the front end completely down to fully compress the forks.
Add oil to the level as noted by timebomb33.
Replace springs.
Assure front wheel is suspended with tire off the floor, so forks are fully extended.
Fab a dipstick from a wood dowel or whatever and mark the dowel at the top of fork tube and at level of oil.
Next time, just use the dipstick to show the level with front wheel suspended, and without having to bother with spring removal and collapsing the front end.
