is there a difference in the stem of a 76 and an 80 other than the races for the bearings?

Yes I do know what you meant. I'm just so good at being a d**k and I must practice often to stay good at it. You should be able to interchange them with the proper bearing being used. If the inner stem has the same diameter than the change will be simple, and a direct swap.
