any persons that built a frame, title Q was created by Hybridden
I am in the process of building a frame for a friend. I am using the stock steering neck with the vin stamped on it and a good title also the matching engine. Will I run into any issues with registration or will it all be the same? Just kinda wondering and thought I would ask. thanks

In Florida if you have the paperwork and it was registered in Florida before then you will NOT need a vin verification, which means you just give them the paperwork and some cash and be on your way.
If the bike was registered in another state then you will need a vin verification which could lead to questions
I just did a frame swap with a frame from another state and was told to not mention parts were swapped.
So for shits and gigles I called the office that handles "Bikes built from parts" official terminology there. They told me I would need recipts for the parts used, the old frame info, the new frame info and a bunch of red tape crap which all lead to more money by the way of a sales tax calculation.
I dont know what state you are in but I would walk in with the papers and try it. As long as they do not want to visially inspect it they will never know.
My .02 cents

Don't volunteer information and you should be fine. This is KZR's version of "Don't ask...don't tell"
