You could use Electrolysis. Removes only rust the rest of the metal is left intact. all you need is baking soda battery charger some steel or iron sheeting and your battery charger. I've done it in the bathtub before, much to the chagrin of my room mate at the time. Where else was i supposed to put a full exhaust system without taking it appart?....
Excellent suggestion imo.
Also works for removing rust inside fuel tanks (no immersion involved).
For exhaust, instead of bathtub, consider an appropriate sized plastic trash can, with a liner to assure against leaks.
Like Otakar, I've had success by brushing with muratic acid. Outside of course. Being very careful. Wearing goggles, rubber gloves, clothing without exposed skin. Not splashing acid around. Don't breath the fumes.
When acid has finished its work, rinse with water hose.
Am also wondering if feasible to have the exhaust system "boiled" at radiator shop?
