to reinstall the races i use a piece of 1" all thread with a nut and fender washer on each end and 2 pvc couplings to make a press to install them

If you don't mind detroying the old dust seal, I've always been able to remove them with a ball joint/tie-rod fork.. working one side then the other.
If you don't have one around you can carefully do the same thing with a flat screwdriver.. slowly and carefully working each side. Once you have it up about 1/4 inch it's easy enough to get under it and work it off.

Personally, take it to a shop and have them do it for what $20.... While your at it, have them press the new one on...
Might save you a whole lot of head ache and frustration and the all mighty "OH SHIT" factor that is a common phrase here...
Now before all get their big girl princess panties in a bind, sure attempt it with the tools you have but some things without the proper tools are doomed for Uh-Oh....
We've all been there...

The easiest way is to mig weld a pipe or big washer to the race and hammer it out. If you don't have a hammer, then I think the dremel is the safest way. It'll take about 4 or 5 full cutting disks for the dremel on the frame tube. Then you'll need another 1 or 2 for the race on the stem.
If there is a proper tool, I'd like to know what it is, I'll gladly get it it because this is a huge pain in the ass. Rollers last a long time, but not forever. Like I said, there is nothing protruding to grab onto, so I don't see how any tool can do it, without welding.
