1959 Sears moped, 49cc

1979 KZ750B twin speedometer housing was created by bikerjim
After rebuilding forks, I followed FSM front wheel installation instructions:
Tighten the axle nuts with 7~9 kg-m (51-65 ft-lbs_) of torque, and position the speedometer housing by turning it counterclockwise until it stops.
Tighten first the front axle clamp nut, etc...etc...
After tightening up everything, the housing does not turn freely. Is this normal, or should it rotate freely after tightening? I did not think to check before disassembling.

Going by my memory (and be warned, I am old) I recall I would hook the speedometer cable onto the drive to keep the drive in the right place as I tightened it up. When everything is tight, I believe it is supposed to stay put.
