Front Tire "Bounce"

The wheels need to be perfectly balanced as the final step of wheel assembly. Of the hundreds of wheels we've changed, never has a wheel not required any weights.
Needs to be perfect, not just close.

As far as the front tire, just got back from checking it out some more ( Yeah , Pity!! I had to RIDE it to check it out!! and of course the weather is BEAUTIFULL here in East Tn. right now ....front tireunce, will pull wheel back off and check it again on the balance machine Good Point TEKNINE!!maybe less than 1/4 ounce is not close enough on the balance, I will see if I can get it closer to perfect.
Despite having carefully rebuilt the front fork tubes,All new parts,carefully measuring the new 10W fork oil etc. etc.on the bike ,hold the front brake and push on the front end, the forks do not seem to depress smoothly and when i let up on it, seems they "Stick" or feel reluctant to come back up.
SO...............I am thinking put some miles on it see if they "Loosen-Up" since all the parts are new and tight.
Any Thoughts?

Other possibility: is the tire's bead seated all the way around the rim?

The miles put on could destroy a part that is causing the un-smooth operation. Try thoroughly lubricating the inner (top) fork tube while on the center stand, then gently lift the fork seal edges with something plastic, and have a friend gently rock the bike/forks up and down. Lubricate the seals all around, and see if that helps.
If sticking persists, then there is deffinately an assembly/part issue. Dissasemble and check forks for trueness, or an out-of-round condition.

May be determined on fully assembled bike by rotating the wheel while using a simple fixed position pointer to show any high spot on tire circumference.

Yeah, I got that. I rebuilt all 4 of my carbs, the Sudco kits come with new ones.
