What is the best way to clean up the rotors? They seem to be in good shape but just have a little light surface rust in some spots from not being used for so long.

Ride the hell out of it!! LOL, But seriously just take it for a ride that should clean it off good, if your worried about your pads then take a scotch brite pad to them.

Brown or green scotchbrite pads(dry)do a good job of removing rust.

If the rotors are off the bike: I got a new fine grit sharpening (oil) stone and faced mine lightly by hand. It smooths down the tops of the ridges a bit but doesn't remove anything from the flats.
