Has anyone attempted to remove the silver cap at the top of some shocks? More to the point are you able to & is it safe? The piece surrounded by the yellow line.

Often times the top eye casting is roll pinned to the shaft. To get the cap off, you will want to compress the spring (a spring compressor is mighty handy for this) and then drive the pin out and pull off the cap. Be very careful, as that spring could leave a nasty mark if it comes loose while you are doing this. Put the casting back on the shaft, reinstall the pin and carefully loosen the spring compressor.

On the other hand, the cap may be retained by a split collar like this---
