just curious about how far out the clutch handle should be released before it starts to move the bike?

Adjust it to suit your preferences. Just be sure not to adjust it where it is slipping when engaged. You'll know when you're there. Mine is adjusted to start moving the bike as soon as I begin to let the lever out. I'm also using the 8 plate APE clutch and needle bearing pusher.
