85 kz1000 police clutch question.

My clutch will not disengage the drivetrain.
The bike is not running yet but I got it started tge other day pulled the clutch in put it in gear and it just stalled.
The bike will not move with it in gear and clutch engaged even with the engine off.
There was a lot of slack in the cable so I adjusted it so it was slightly loose. Put it in gear pulled the clutch and the bike wont move.
I pulled the clutch cover on the left side but couldnt find anything out of order.
How do I determin if there is a problem beyond the cable and mechanism under the left cover without ripping into it?
Where do I start?
I have a factory manual for my 79ltd but havnt found one for the police bike yet
Should I be able to push the rod in at all. I can pull it out but I cant push it in.

Start it and roll down hill and put it in gear and ride it.
Hold the clutch in and crack the throttle a few times
in 3rd gear if should break free.
1980 KZ650 F1
ZX750A1 motor.
Wiseco 810cc kit.
Zukiworks racing ported head.
VM 29 smooth bore's.
Dyna 2000 Ign. w/Dyna mini coil's
APE cylinder stud's and nut's.
APE valve spring's.
APE Track King clutch.

3.5x18 laced to a KZ1000 disk hub.
150/60/18 Shinko 006 Podium.
63" wheel base.

when these bad boys sit along time the fluid drains off clutch pac and they dried out and get brittle.
you might get it unstuck but i bet $100.00 buck it will start slipping.

Does this still sound like the plates are stuck or could it be something else?
P21 I Im gonna order the new clutch plates. But I am trying to make sure that is gonna fix the issue and i dont need any other parts.... I hate ordering parts, waiting then having to order more and wait more.LOL
Also do I need any special tool to replace the clutch palates and springs?

One thing I noticed is if I crank on the adjster screw I can get it to release.
I took the clutch apart and this is what I found.
Not sure wht i am looking for but I decided to see if anything was stuck together. all the plates came out freely and look to be in pretty good shape.
what should I look for in here? how do I tell if it is time to replace the plates and if that will fix my problem?

As for a service manual, this one is for the Engine and most of the rest of the bike. Also on the website you will find the Police wiring diagram.

What is the correct order of the friction plates there is 2 kinds one that has a black friction spot on each side and one that is just metal. Is there a specific order?
