I am freshening up the forks on my current project. I think they are 77 or 78 forks. The numbers I have found for fork oil are 426 mm from top for 77 and 420 for 78. Is this with springs in or out?

Without the manual in my hand, forks are almost always filled with fluid with no springs and all the way compressed. Paul
