Smaller rim front that will look like my LTD rim. Want 17 or smaller. Any ideas?

You may want to do a bit more research before deciding on changing the front tire size by that much. If you switch from the stock 19" to a 17" or smaller wheel without making other modifications you will change the steering geometry (including decreased trail) and may make the bike's steering too quick (twitchy) and reduce straight line stability. How about making the rear larger? I want the line of the motorcycle to go at a more negative slope instead of positive.

Lots of Kawasaki KZ pattern 18" fronts available. If you find one that will support a wider, and taller, tire, the steering geometry change won't be overly drastic.

A Honda Nighthawk
or Honda Interceptor
BOTH have 16" wheels. Try it. What's the worst that could happen?
