I have a 3.25-4.00 /18 tube and was wondering if i could use it in a 3.00 / 18 tire

You may want to contact the tube manufacturer to be safe. In the past I have contacted Pirelli and Metzeler with questions and received prompt, meaningful replies. Ed

If it folds, it could break and lose pressure very quickly. On the rear it could be life threatening. It's OK to use a say 450 tube in a 510 tire but anything less than that is asking for trouble.
