The KZ1000 police rear wheels are wider than the civilian KZ wheels. I have one mounted on my 1980 1000 ltd. I will also be using one on my 750 twin too. It will take a bit of fabrication to center the wheel and mount the caliper but nothing complicated. The police wheels are cheep and they are marked for use with tubeless tires.

I am using a Zephyr 750 swing arm on my 1 980 1000LTD project. I have a pair of zrx1200 shocks too. I recently discovered this solution to the wider shock mounts needed to make it all work.
I will be making a pair for my project.

The police wheel is 18x2.5, that's narrower than the LTD wheel. They maybe wider than the Mk2/Z1R. cast 18" wheels.

I'm going to try and find out more about the V Star wheel. It would be perfect if it can be made to work.

True, the Ltd wheel is a 16 inch. Not many good tires available for those rims and I am not a fan of the chopper look.

Maybe look for a ZR550 swingarm, it's about 1" narrower than ZR750 arm IIRC. FWIW, it is about $500 to widen a wheel.

I know you're going for the mag wheels but the spoke wheels are readily available and would require much less fabrication. It looks like the zephyr had 150-70-17 rear wheel on a 4x17 rim and you could just find kz1000A model wire wheels all over ebay cheaply. you might be able to lace up a wider rim if you wanted an even fatter tire as well.

There don't appear to be any spoke rear wheels right now on eBay. Only for a later CSR. What do they usually go for? It'll be another 2-300 on top of that for a new rim and spoke kit.

On a side note, I found out that newer sportsters run 150/80/16 tires on 16x3 wheels. STOCK. If I did do the same it would limit me to cruiser tires. What makes a tire a cruiser tire? Sport tires are soft and stocky, touring tires are longer wearing, but what about a cruiser tire?
