I would say it is for the seat key lock.
Some models made with or without a seat key lock (different left side covers)

Thanks, but the item in question is well below the seat lock. My seat lock is intact and functional. This piece looks to secure something to the frame rail. It sits rather low on the tube, below the fuse block. just above the level of where the snorkel would be.

Wow, how interesting! Thanks for the info! my bike came with the kick start lever on the side of the motor. I thought it was a bit dangerous with that thing sticking out. I hadn't thought that it was a removable, start lever for emergency situations. Clever. I can't picture pushing the ST to bump start it!

Are you still looking for a set of plastic side covers with emblems? I am not going to use them, getting ready to list on eBay.
I also have a set of 12,000 miles, clutch fibers with metal plates and a release mechanism. Sorry I never got back to you.

No worries Marty, I appreciate your help already. My next question is how is the lever stowed? I have the lever and the bracket but can't figure out how it's all packed in there? Is there a diagram somewhere of this arrangement? Or better yet, a picture!
