KZ750N1 - Rear Brake Pedal - Help getting it on

I am looking at getting my rear brake pedal back onto the splined shaft, and it isn't wanting to go on really at all. I suspect if I'm able to open up the gap normally closed by the clamping bolt, I'd have a much easier time.
Any recommendations for how to safely and easily open that up to allow the pedal to go on easier?

Your final solution was pretty ingenious, but how do you survive without a bench vise? I use mine all the time for different stuff and I can't imagine not having one.
