Fork tubes, up, down?

what will lowering or raising the fork tubes in the tripple clamps do to handling ?
and can you really tell the difference ?
they are flush with the top of the clamps now and could be raised maybe 3/4 inch....whadda ya think ?

decreases rake value
decreases wheel base

less high speed stability
