Yep, unless you strip it all the way out and seal it up dead tight. I used the Kreem urethane tank liner coating on mine back in 1982 and have never seen any rust since.Rust never stops once it starts.
I used to do a lot of auto body work. It was a well known fact that the only cure for rust on a car was: sell the car.:laugh:

Took it 30 miles away to Seattle and back. Daring is my middle name. (my other two names are Herschell and Pantybottom)
Intentionally ran it completely dry of the first gallon of gas (that I put in it out of the little plastic emergency can I used to fill it up with initially after completing the fix). Including tipping the bike to get the last few drops from the right side to the left over the hump in the tank.
Filled the tank being careful not to get any on the new clear coat paint.
Rode it, and rode it some more. Seems no trouble from the contaminated gas tank.
Just gotta replace the lamps and mirror and wait for the panel and tach cover (all on the right side) and I'll be completely fixed from the crash.
The scooter is safely back in the back yard, I'm officially free-way ready again.
Q
You can use a mild solvent like mineral spirits to do wash rinses inside the tank. The upside is that it is a lot less active that gasoline and typically won't dissolve or discolor any decent quality paint that is dry.

if you have a screen on top of the petcock and a inline filter you should be ok
watch the inline for chunks, if you see some then do something drastic
but surface rust doesn't usually hurt anything
