Vinyl Decals: Before of After Paint & Clear Coat?

I still have bikes that I bought NEW and I can assure you kawasaki put them UNDER the clear coat.

Your bike, you do what you want but for the record zoom in on the bike of the month pictures. Vinyl under clear.

Yes and if you look carefully you will see that after I asked the question,
I arrived at an answer.

You mention vinyl decals, but are you sure?  Do you have a link to the decals in question?  Most decal kits I've seen are water slide, or rub on, not vinyl.

Rest assured the decals I expect to arrive soon are 100% vinyl, and nothing else.

It’s just that striping under the clear coat looks so much more finished than striping over the clear. A lot of new budget models have striping over the clear coat and it looks cheap.
I have a 2017 Z900 with striping over the clear and I dislike it very much. I try not to look at it. The striping and decals are prone to chipping.
