Mine didn't have any roll pins. Proves it was taken apart. 
Going to buy this one from a seller I trust. 
 
Key guy quoted me $200 to make a key, $150 if I came to him. 
What I'm interested in is the linkage going from the switch and the locking wedge on the bottom of the steering head. Anyone have pics of that?

Before I spend any money on it I'll have to see if it runs and how well. We'll see.
