On the '84 KZ700, what is the "proper" way to attach the brackets/fender to each other, and to the forks? Mine came with a pile of rubber washers, steel washers, and lock washers. The tops of the brackets are also heavily pitted where they sit near (against?) the underside of the fender.

Description says 8 X 16 flanged bolt. Picture looks like regular bolt an simple washer. Are the brackets not riveted to the fender?

No. Not riveted. Also has 3 holes. The pic you linked only showed two. 

I’ve welded some thin sheet to the underside of mine as the fender was thin/rusting around the holes. If it’s supposed to be riveted, I can safely seam seal around the brackets when I attach them.

Interesting. I wonder if Kawasaki botched the diagram or if you have a non-stock fender?

Also interesting is that evidently, that fender is unique to the KZ700

If it was me, I'd check to see if there is enough clearance to use screws and nuts to attach the fender to the brackets.  The screws would need to be short enough to be flush with the nuts when tightened. I would look for some sexy stainless or titanium hardware. If you prefer the heads to be painted, some round head screws with JIS cross slots would be the ticket.

In case you are not aware, all those screws on your bike that look like Phillips heads are actually JIS screws. A Phillips screw driver will eventually bugger them up, especially if they are tight.

Ha! Thanks for the reminder. I knew that the screws were different. Just didn’t know the name of the spec. I rummage through my but collection until I find one that’s as perfect as I can find. 

I think some stainless button hex heads would look pretty good too. I might tack some nuts to the brackets since I haven’t painted them yet. 🤔

I could be wrong as my memories are fading, I was looking for stock steel fender for my KZ while ago. I since went with plastic/ABS fender as I couldn't find any straight fender. All sample that I saw had some kind of dent/bent to them.

Anyway, while I was looking for the front fender, some had 2 rivets, some had three. If I'm not mistaken, 700 fender were 2 rivet. But don't quote me on that one. All of them that I saw were on evilbay and the seller claimed the fenders were from 700. Not sure what the difference was, though. They were all for 19 inch front.

82' KZ750-R1 cafe racer style. Clip-on, Rear set, Fork-Brace, Mikuni Flat-slide (forgot the size), Kerker.
84' GPz750 (basket case). everything are in pieces.
89' ZX750-H1 (ZX-7 Ninja). Resurrection project are on going with my KZ750. Everything is stock.
