Rinse the tank with water then spray a bunch of WD 40 into the tank. The WD 40 will penetrate the water and coat the tank. Drain the tank upside down and let it dry out. I've done it dozens of times and never had any flash rust. Later, after the tank has dried out a quick rinse with gasoline and you're ready to go.

Im thinking Evaporust, wash out with fuel, then wd-40 then more fuel? Sound like a plan?

I've never used Evaporust and would not discount the experiences of those who have used it. I did read earlier, in this thread, that you follow Evaporust with a water rinse.
I would follow the water rinse with WD 40 as it will penetrate through the water and cling to the metal. Before I used WD 40 flash rusting was always a problem. Since I've moved to WD 40 I've never had any flash rusting.
Diesel fuel may also work to separate the water from the steel.
I strongly suspect that gasoline in a water wet tank will result in water becoming trapped in any crevasses or seams.
My preference is Muriatic Acid | Agitation | Water Rinse | WD 40 | Gasoline rinse.
Use care when using muriatic acid. I use an old rain coat, plastic gloves and a face shield.

Muratic acid is super strong stuff.  Nasty, really.  I wouldn't use it for your first try on derusting.

Took the bike out for a spin and then took off the tank. Currently soaking in Evaporust. I only bought a gallon and am rotating the tank ever 45 min.
