So after cutting out the "groove" part of the mounts from the same sheet I cut the tube caps, I tacked those into place and drilled a 5/16" hole through the new joint. I rummeged around for a bolt and nut and threw in the first one I found.
After having thought about this joint for the last hour, I'm inclined to remove it in favor of a stronger design. I was going to box in the top of the tabs, which would help strength signifigantly.....But now I'm thinking I would rather move the 3/8" bracket over, and weld a matching 3/8" bracket to the subframe on the inside of the frame bracket. Then thread the subframe bracket for the 5/16" bolt. Nice and clean, simple, strong. Yeah, I think I'll do that

or how about sleeving it with a slightly larger piece of rd tubing with the bottem opened and sides straightened along bottem and end beveled to match frame downtube?
you could even take a piece of 12ga and wrap it around the existing tubing to acomplish the same affect easier
