It looks like a mess but I don't see anything wrong with the headlight wiring.

Duh.
I read it wrong.
The wiring is everywhere.
The taillight has a connector as does the headlight bucket.
Try the headlight first.

Ok so the black/yellow in the headlight should ground to the turn signal and goes to the headlight.
taillight is currently disconnected.

You want to see 0.0v on the black/yellow.

Red probe on black/yellow in headlight housing

Black probe anywhere on the engine case. Just not on the black/yellow wire.
We want to see if the engine case has a good ground.

Yes the headlight bucket is a mess, looks like the headlight itself was spliced in, plus lots of other wires with electrical tape. Can I eliminate some of it to try to get the starter working? I currently get the neutral light but no action from the starter when I press start.

The rear black/yellow connector goes to the turn signals, that shows 84v when touching black probe to engine case.
Black/yellow shows 82v at the headlight bucket.

Red probe on battery positive post
Black on battery negative post
What is your voltage?  11.7v

Move black probe to engine case.
What is your voltage? 116.2v
